Drought-Stricken U.S. States Have More Comprehensive Water-Related Hazard Planning

Abstract Despite the devastating impacts of droughts, United States lacks a national drought plan. This leaves states to address droughts in water, hazard, and stand-alone plans which are designed reduce vulnerability prepare government, industry, society cope with impacts. Yet, there is limited empirical research that evaluates comprehensiveness these plans, specifically terms whether they include preparedness mitigation measures or triggers for action response. To fill this gap, study’s first aim was establish an evaluation framework based on principles from literature. The study then evaluated 171 state-level framework, simultaneously collected interview data contextualize results. In final step, scores were employed statistical analysis higher physical exposure have more comprehensive planning. finds experienced frequent severe plan comprehensively, suggesting occurrence may be intrinsic driver concludes planning preparing necessary but complex undertaking requiring interdisciplinary, interagency efforts U.S.’ decentralized, federalist political system suited address.
